Strengthening Forest Management in Post-Conflict Liberia

Strengthening Forest Management in Post-Conflict Liberia Forests Monitor will be conducting participatory training workshops in Liberia, presenting basic information on monitoring forest use to the Forestry Development Authority (FDA) and Environment Protection Authority (EPA), as well as some NGOs. The objective will be to 'give a flavour' of what capacity they should have for effective law enforcement. They will cover aspects such as monitoring policy implementation and law enforcement in relation to the forestry sector, the legislative framework pertaining to law enforcement, accessing and using information for law enforcement, collecting standardised and accurate data, documenting local environmental, social and economic impacts. There will also be training in the use of GPS, video and photographic documenting and the collection of oral testimonies. Forests Monitor will also be conducting a training-needs-assessment to assess the current level of knowledge and future training needs of workshop participants related to the monitoring of forest sector activities.

Forests Monitor will also prepare an introductory manual on the process of monitoring policy implementation and law enforcement in the Liberia context, which will later be available online.

It will contain information on the following topics:

  • Understanding the legislative framework

  • Monitoring policy implementation

  • Monitoring law enforcement in the forestry sector

  • Access to information

  • The importance of collecting standardised, accurate data

  • Documenting local environmental, social and economic data

  • Global Positioning Systems (GPS) and Geographic Information System (GIS) and their use

  • Video and photographic documentation

  • Collecting oral testimonies

    An important part of the project will be a needs assessment of the FDA and EPA with respect to forest law enforcement, and develop plans for subsequent capacity-building in collaboration with other organisations already working in this area.

    Project partners

    This project will take palce in collaboration with the Environment Protection Agency (EPA) and the Forestry Development Authority (FDA). Participating NGOs will include SDI Liberia, the Green Advocates, the Save my Future Foundation (SAMFU), and the Grand Gedeh Community Servants Association (GECOMSA).

    Timescale

    This project will be taking place between the months of October and December 2007, and further training and any follow up will be delivered in January 2008.
